The simplest way to downsize a pattern is to : 1) tighten your tension, 2) downsize the hook size or 3) use thinner yarn. The choice is yours. Use whatever method you're most comfortable doing.

Just for you reference, a size 5.0 hook is a size H (I use letters instead of numbers). Anyway, let's tackle your problem the simple (and lazier) way.
Rather than downsize your pattern, simply downsize your hook!
I'm thinking a size F (or 4.0) would tighten your stitches enough so the pattern for a 3 1/2" foot would fit a 2 3/4" foot that is found on an American Girl doll. If the foot of the bootie is still a bit too big, drop your hook size down again to a even smaller one. If an "E" makes the foot too large, then you will need to change the size of the yarn to "baby weight" or "fingering".
All crochet patterns state that the gauge needed is crucial for making the correct size project so after making a few swatches, you will soon be making booties the correct size you need – and without having to alter the pattern.
If you ever need to convert hook sizes, here is a site that lists the hooks for both metric and US.
