I have been searching around for an african american girl doll who is between 21"-22" long, but I'm on a strict budget right now. I have looked on:
Bloomersnbows
Ebay
Ashton Drake
Middleton Lee
And most others
My price range is from $0.00- $70.00.
Does anyone know a reborn artist or a website that can do this job?

I'm sure you COULD find an artist to make you a doll for $70, but you get what you pay for. There is a reason reborns cost between $150 and $500 average. A LOT of time and work goes in to them. Not to mention the cost of the blank doll averages between $30 and $110. If you really want a well done, realistic doll... you'll need to save up for one. You can try to find a beginner to make you one fairly cheap so they can build up their reputation, but it won't be anything spectacular. There are a lot of reborn artists with various degrees or experience at http://forum.bountifulbaby.com/index.php . You may be able to find someone there who can get you what you want.

Yeah. I think she’ll be ready for it by her second birthday. I gave her a medium skin-toned doll (she is mixed race) at 6 months old. It is bald and made for 6 month olds and up. She loves it.

I wore makeup when I was twelve! I only wore mascara and a LITTLE bit of eyeliner. Just on the outer corners
Some concealer, tinted moisturizer, and maybe even mascara. It takes 5-10 minutes.
I use Hard Candy Sheer Envy Tinted Moisturizer w/SPF 15. Hide the Blemish concealer stick from Rimmel. Full n Soft Mascara by Maybelline or Voluminous Million Lashes by L'Oreal. I also curl my lashes, I use an eye lash curler by Revlon.
